The PLU of Cagnes-sur-Mer has been replaced by the PLUm of the Nice Côte d'Azur Metropolis

The Local Urban Plan (PLU) of Cagnes-sur-Mer was approved in 2011 and modified in 2018 and was then replaced by the metropolitan Local Urban Plan (PLUm) of the Nice Côte d'Azur Metropolis (NCA).

The town owes its name to the Cagne, the river that runs through it. The history of the town is also linked to its castle, the Château Grimaldi, which changed ownership many times between the 14th century and 1939, when the municipality bought it from a private individual. It became a museum a few years later in 1946, and offers an exceptional view of the city, the Mediterranean Sea and the Alps.

In the "old town", building heights are limited to 7 metres (i.e. R+1). The authorised floor space is 90%, except on some plots which limit it further, to 20% or 70%. Around the historic centre, the authorised height is increased to 15 metres (i.e. R+5) and the floor area is limited to 60%.

The social housing rate in the city is low, at 5%. The population is increasing by 2% per year, mainly due to the arrival of new families.

The city has an urban right of pre-emption on more than half of its territory.

The city has authorised a number of building permits, mainly for collective housing, which provide for the construction of 270 dwellings.
