The Local Urban Plan of the commune of Tarbes has been in force since 2014. The Tarbes-Lourdes-Pyrénées agglomeration community has undertaken a simplified revision of the plan.

Nearlyone in three plots of land is in the UA zone, corresponding to the historic city centre, and 61% of plots of land in Angers are in the UB zone, equivalent to the neighbourhoods mainly used for collective and individual housing.

Tarbes, a historic city, is home to several real estate projects

10 building permits have been authorised by this Hautes-Pyrénées commune between 2018 and the first quarter of 2019, for collective and individual housing, located in the town centre and around the Bigorre hospital centre.

Atransit city for salt merchants and then a Roman colony, Tarbes has preserved vestiges of its history in its historic centre, such as the Notre-Dame-de-la-Sède cathedral, the national stud farms created under Napoleon and the Massey garden, classified as a remarkable garden. Any construction in the town centre must be submitted to the Architectes des Bâtiments de France for approval.
