Orléans regularly modifies its PLU and will replace it with a PLUm by 2021

The Orléans Local Urban Plan (PLU) approved in 2013 has undergone 8 modifications and 1 revision approved in 2019. Orléans Métropole's metropolitan Local Urban Plan (PLUm) is currently being prepared and should be approved in 2021.

Orléans is a city of "art and history" which has a great historical wealth due to the important place it occupied in the Kingdom of France from the Middle Ages and during the Hundred Years War. The history of the city is also closely linked to Joan of Arc, whose statue is still present on the Place du Martroi, and to whom a tribute is paid every year during the Orléans Johannine celebrations. The city is nestled in the heart of the Loire Valley, a World Heritage site, and is located at the gateway to the natural region of Sologne, the Orléans forest and the Beauce plains.

In the city centre of Orléans, the maximum authorised building heights are 18 metres (i.e. R+5) and the ground surface area is not regulated.

Orléans has an urban right of pre-emption over its entire territory. This right of pre-emption is strengthened in certain sectors such as the La Source priority district in the south of the city, between the railway tracks of Fleury Les Aubrais station and the D2020 departmental road and in part of the Acacias district.

The city has a few reserved parking spaces in the Argonne, Bourgogne, Les Murlins, Le Soleil Levant districts and near the University of Orléans.

The municipality has authorised 40 building permits , particularly in the north of the town. They provide for the construction of numerous individual and collective housing units.
