The PLU of Clermont-Ferrand should be replaced by the PLUm of Clermont Ferrand Auvergne Métropole in 1 year

The Local Urban Plan (PLU) of Clermont-Ferrand was approved in 2016. The metropolitan Local Urban Plan (PLUm) of Clermont Auvergne Métropole is currently being prepared and should be approved in 2021.

The city was born in the 17th century from the union of two former rival cities, Clermont and Montferrand. The town, a major French university and research centre, has more than 40,000 students and 6,000 researchers, i.e. more than a quarter of its population, which has enabled it to become the first town in France to join UNESCO's " learning city " network. Historically an industrial city, Clermont-Ferrand is now developing thanks to its pharmaceutical, agri-food and aeronautical industries. The headquarters of one of the 2 largest tyre manufacturers in the world is located here.

In the city centre and its surrounding areas, it is possible to build dwellings up to 16 metres in height (i.e. R+4). A few plots of land allow higher maximum heights, up to 22 metres (i.e. R+7). The authorised floor area is 90%. For housing developments exceeding 30 dwellings, premises for economic activities must be built.

The social housing rate in the city is 22%.

The municipality has reserved sites spread throughout the territory. They are intended for the creation of storm water basins, an urban link with the Les Ormeaux district in the south-west of the town and the creation of a waste treatment centre in the south-east of Clermont-Ferrand.

The municipality has authorised 70 building permits , particularly in the centre and west of the town. They provide for the construction of numerous collective and individual housing units.
