The PLUi-D of Perpignan Méditerranée Métropole targets urban densification and mobility

The Intercommunal Local Urban Plan for Transport of Perpignan Méditerranée Métropole is currently being drawn up and is due to be approved in mid-2020 by all 36 communes of the metropole.

With this document, the metropolis wishes to support the current housing dynamics, in particular the densification of the town centres and adjoining districts in order to reduce the consumption of agricultural and natural spaces by 20%. The general orientation of this inter-municipal Local Town Planning Plan - Displacements is focused on transport and mobility in order to better serve and participate in the dynamics of reclaiming town centres.

An objective of 4800 housing units per year is set in the metropolis, mainly in Perpignan

The SCOT of the Plaine du Roussillon defines a housing dynamic centred around the city of Perpignan. It is a question of encouraging mainly the metropolitan living area with an objective of densification of urban spaces ranging from 25 to 50 dwellings per hectare. The document ensures the creation of 48,000 additional housing units by 2030, with a North-South and East-West development logic that follows the main service routes of Perpignan Méditerranée Métropole, respectively the A9 motorway, the N116 national road and the D612A departmental road.

The metropolis is experiencing difficulties in meeting its housing production targets

During the debate on the PADD of the revised SCOT, it became clear that the housing creation objective has been reduced to 40,000 dwellings by 2030 and that, despite this, it is currently proving difficult for some outlying municipalities to achieve the objectives set.

The PLH adopted in 2013 set housing creation targets of 7,800 units to be achieved in 3 years, and was then amended in 2016 to lower these targets by taking into account the effects of the property crisis. The metropolis then set itself the task of creating nearly 5,800 housing units for the period 2016-2018, including 2,200 social housing units. In view of the building permits authorised since then, the metropolis would have reached its objective.

The most attractive land in the metropolis is located in Perpignan and neighbouring municipalities: new projects marketed in the metropolis are centred on Perpignan and its first ring.

In line with the objectives of densification for the metropolis and the reduction of the urban extension on natural and agricultural zones, many plots of land of Perpignan Méditerranée Métropole present a mutable potential depending on the regrouping of plots of land and the filling of hollow spaces and some wastelands. These include:

  • 3800 m² in the north of Perpignan, capable of accommodating up to 40 homes
  • 1.7 hectares and 1 hectare in the centre of Perpignan for housing operations for 13,000 m² of floor area (photos below)
  • 3 hectares of potential for 30 individual homes in Canohès

Major real estate operations are also located within controlled urbanisation zones, notably :

  • 50 hectares in Perpignan, part of which has been filled in and is already being marketed, and 13 hectares of which, which have hosted a first real estate operation of 150 homes, offer other land opportunities
