Valence only modifies its PLU infrequently

Valence's Local Urban Plan (PLU) was approved in 2013 and has undergone only 3 modifications since then. It aims to limit urban sprawl, preserve agricultural and natural areas, and reconcile economic and demographic growth.

Known as the " Gateway to the South of France", the city of Valence attracts many tourists due to its ideal geographical location. Valence is very well served by the A7 and A49 motorways, Route Nationale 7, the Paris-Marseille TGV line and has two railway stations(Valence-Ville and Valence-TGV), an airport and a ring road. The city has many flowers and a diverse range of wildlife. The Vieux-Valence is home to many historical monuments.

In the city centre of Valence, the authorised building heights are 12 metres (i.e. R+3) and can reach 23 metres on certain plots.

The municipality of Valence has reserved sites , particularly along major roads such as Avenue de Verdun, Autoroute du Soleil, Avenue de Romans and Route Nationale 7. This is also the case around the Valence Hospital Centre and the Valence Ville railway station.

The city's social housing rate is 17%. The city's economic growth is steady at 16%.

The municipality has approved 24 building permits for both multi-family and single-family housing.
