Dunkerque frequently revises its PLUc awaiting the arrival of the PLUi-HD in 2021

Dunkerque's Local Urban Plan (PLUc) has been in force since 2018 and covers 17 municipalities. It has already undergone 6 modifications in 1 year. An inter-communal Local Urban Plan (PLUi) is currently being drawn up and should be approved in 2021. It provides for the creation of 6,000 housing units over 10 years, i.e. 600 units per year , even with the exclusion of the town from the Pinel scheme.

The PLU of Dunkerque divides the territory into numerous zones. The rules and architectural constraints differ according to these zones. The UA zone , which corresponds to the city centre, covers 12% of Dunkirk's plots and concentrates the majority of building construction. The UB zone, which covers 30% of the plots in Dunkirk , is of heritage interest and is therefore protected.

The municipality is famous for its carnival, the Dunkirk carnival, which takes place between January and March. During this period, the inhabitants gather in the streets and move to the rhythm of the music and bands present.

The municipality of Dunkirk authorised around fifteen building permits in 2018, the last year of the Pinel scheme, mainly located in the city centre. They mainly concern the construction of flats with more than 250 collective housing units planned as well as around fifty individual housing units.
