Le Havre: high property prices in the west of the town and many building permits authorised

In the city of Le Havre, property prices vary greatly depending on the neighbourhoods, even if they are located very close to each other. To the west of the city centre, near the coast, the price per square metre can exceed €5,000. In the eastern part of the town, such as the Eure district, property prices can drop to €2,800 per square metre. Le Havre is located in zone B1 of the Pinel scheme and is therefore eligible for tax exemption.

12 real estate programmes are being marketed in Le Havre, mainly near the coast, around the University of Le Havre Normandie and in the Eure district. The city has authorised some forty building permits.

The priority districts benefiting from a reduced VAT rate of 5. 5% are numerous in Le Havre. The districts concerned are Points Cardinaux, Bléville, Mare Rouge, Mont Gaillard, and Bois de Bléville in the North, Caucriauville in the East and Ste Marie - St Léon, Graville, Arcole Brindeau and the Eure district in the South.

Caen's soils include a few quarries in the Mare Rouge, Montgeon and Rouelles districts and at the Port of Le Havre. Underground cavities are numerous, notably in the Dollemard and Point Cardinaux districts near Le Havre - Octeville Airport, in the Caucriauville and Graville districts in the east of the municipality, and along the Quai Joannès Couvert within the Port of Le Havre.

Le Havre has 800 polluted or potentially polluted sites spread over the whole territory, i.e. 2% of the city. Any real estate project on these sites will probably have to integrate a survey and often a soil decontamination before construction.

Some twenty sites concentrated around Rue Félix Faure, which becomes Rue du 329ème and then Rue Salvador Allende, are exposed to a high risk of landslides and collapses. The other sites exposed to the risk of landslides are located in the Résidence Calypso, Rue d'Estienne d'Orves and Rue Andrei Sakharov.

The coastline in the Dollemard area, a Natura 2000 site, is also protected for coastal conservation in certain areas which are therefore unbuildable. The area around the Route de l'Estuaire and the Seine Estuary Nature Reserve have specific regulations which must be respected when building in the vicinity.
