Brest: significant land development potential in this historic maritime city

The commune of Brest, which is subject to the B2 scheme of the Pinel law, offers strong property potential.

26 new building permits for collective housing were authorised in 2018 and 24 projects are being marketed across the city. These are located mainly in the city centre and Recouvrance, in the Saint-Michel, Saint-Martin and Saint-Marc districts, and around the Boulevard de l'Europe.

Prices for new build projects in Brest are up to 3700€ per square metre for studios in Recouvrance.

The port of Brest, one of the largest French ports and home to the Brest arsenal, the main French military port on the Atlantic seaboard, extends to the south of the city and limits the surrounding plots of land to construction for tourism, industry or crafts.

The commune of Brest has no less than 13 Zones d'Aménagement Concerté. These are located near the port, on the Capucins ramp, as well as in the districts of Saint-Marc, Kérédern, Mesmerrien, Kervao, Kéranroux and le Cosquer.

The priority districts of Kerourien, Pontanezen and Kérédern have a tax advantage because their plots are subject to 5.5% VAT. On the right bank of the Penfeld, a large area subject to 5.5% VAT is included in the New National Urban Renewal Programme and extends from the historic Recouvrance district to the north of the Harteloire bridge.

In the Kerlinou district, a Gallic farmhouse was discovered in early 2019 by archaeologists. On the plateau overlooking the Brest harbour, eight funerary monuments were also found. These preventive archaeological excavations are being carried out in the context of the arrival of the Brest Métropole aménagement project.
Several areas of presumed archaeological prescription are located in some Brest districts, including those on the banks of the Penfeld and near the corniche, and must be surveyed before any real estate project.

Environmental constraints to be taken into account before launching a property project in Brest

Soil protection in the area of quarries and underground cavities is essential before any construction project. These are concentrated in the Centre-Ville, Recouvrance and Bohars districts, as well as around the Pointe du Portzic.

The cost of building on clay soils must also be taken into account, especially around the Penfeld and in the areas north of the Boulevard de l'Europe.

Brest is dotted with polluted or potentially polluted sites. One plot in 50 is affected and requires a soil study, or even a clean-up, before construction.
