The Local Urban Plan has been in force since the beginning of 2017

Vannes, a fortified medieval town, contains a large number of plots of land classified as heritage to be protected, from walls to buildings to be preserved, such as timber-framed houses. These are dotted around the town centre and line the avenues of 4 August 1944, Verdun, President Edouard Herriot and the Marne, as well as the streets of Sainte-Anne, Albert I and Ferdinand le Dressay.

The municipality favours retail zones in the city centre, on the avenues of the Marne du 4 août 1944 and Georges Pompidou and around the railway station. These areas will be used for commercial building projects.

The authorised height, which is limited to a ground floor + 3 floors + attic on plots in the city centre, thefloor area and the landscapes to be preserved are architectural constraints defined in the regulations of each zone. These will determine the building potential of a plot of land. It should be noted that Vannes includes many zones with development and programming guidelines, which imply specific projects of their own and therefore particular architectural constraints to be taken into account for any real estate project.

Almost the entire city is under urban pre-emption and the community reserves a reinforced right of pre-emption in the city centre and around the Rabine stadium.

The reserved sites concern a few plots of land located mainly near the Vannes train station, around the Tohannic wastewater treatment plant and along the Marcellin Berthelot street.

The municipality has determined a project waiting perimeter around the historic marina of Vannes on the Bernard Moitessier quay, along the rue du Commerce.

18 building permits for collective housing are authorised between 2018 and the first quarter of 2019 in the city centre, the station, Rive Droite, Beaupré - La Lande and Poulfanc districts.
