Urban planning in Saint-Malo is governed by a Local Urban Plan that is frequently updated

The local urban plan of Saint-Malo has been modified and updated three times a year for the past ten years. The latest PLU has been in force since the end of 2018.

A historic town, first Gallic and then Roman, Saint-Malo has many protected buildings and sites in its historic centre, as well as to the south of the Hippodrome, towards Saint-Servan, and to the east of Boulevard Gambetta.

The architectural constraints that structure the building potential of a plot of land, such as the authorised height, which can reach 27m in the Gare district, thefloor area and the landscapes to be preserved, are defined in the regulations of each zone.
They apply in the same way to all the plots in the zone, except in the concerted development zones - ZAC Gare République, ZAC Théodore Botrel and ZAC des Mottais and de la Moinerie - where the values have been defined plot by plot.

Almost the entire town is under urban pre-emption and the local authority reserves a reinforced right of pre-emption around the railway station, towards the Paramé district and in the Cité, Bas-Sablons and Saint-Servan-sur-Mer districts.

The reserved sites are limited to wastelands opposite the Val beach and industrial areas around the Grande Rivière water treatment plant. Overall development programmes, also on the outskirts of the town, are currently underway.

Approximately 30 building permits for multi-family housing were authorised in 2018, in the neighbourhoods near the train station, around Moka Avenue, in the Madeleine neighbourhood on Liberty Way and near the Val beach.
