The Local Urban Plan of the municipality of Biarritz is in force since 2018

Architectural constraints are defined in the regulations for each zone in the municipality of Biarritz and determine the building potential of a property. These include the authorised height, which can reach 24 metres at the ridge on land in the city centre, and the landscapes to be preserved.

The Agglomeration Community of the Basque Country has a right of pre-emption for a period of 6 years on the deferred development zones defined in the Iraty district and on the Avenue de la Milady.

Biarritz: a seaside resort since the First Empire that has been home to a number of property projects

7 building permits were authorised in this commune of the Pyrénées-Atlantiques in 2018 for collective and individual housing. They are located in the town centre, on Avenue Lahouze, near the Golf de Biarritz le Phare and close to the beach on the Basque coast.

Afishing port and then a seaside resort that served as a holiday destination for Empress Eugénie, wife of Napoleon III, Biarritz town centre, which houses the Hôtel du Palais, a former 19th century imperial villa, the imperial chapel, the 1920s municipal casino, and the 19th century Miremont pastry shop, is part of a remarkable heritage site that stretches from the Pointe Saint-Martin lighthouse to the church of Saint-Martin. Real estate projects on this site, as well as in the perimeter surrounding the Françon estate, will be subject to the approval of the Architectes des Bâtiments de France
