A Local Urban Plan that projects the town's urban planning until 2030

The capital of Finistère has Ludovic Jolivet as mayor and Guillaume Menguy as deputy mayor in charge of urban planning. The latter, together with the town's urban planning department, created the Local Urban Plan in 2016, which was adopted and has been in force since the beginning of 2017.

Quimper, a green and blue city, wishes to preserve its agricultural potential with its PLU and integrates agricultural and natural areas into its urban fabric. The city plans to welcome 7,000 new homes by 2030 in order to keep the inhabitants of the area and to welcome new ones, and many areas of the PLU are intended for housing and activities compatible with housing, such as the UAc zones which cover 45% of Quimper's territory.

Three building permits, corresponding to 170 dwellings, were authorised in 2018. About ten building permits for premises were authorised in 2018 in Quimper, mainly on the right bank of the Odet.

Quimper, which has the Ville d'art et d'histoire label, has many listed natural sites, particularly on the banks of the Odet. Many areas are classified as remarkable heritage sites: in the town centre, which includes a multitude of houses dating from the 16th and 17th centuries, around the rivers and around historic monuments such as the Gallic camp of Kercaradec, the Toulgoat manor house or the Dolmen of Stang Youen.
Since 2016, the town has been mobilised to revitalise the heart of Quimper by 2021 and is one of 222 communes chosen by the government's Action cœur de ville programme. Housing is being or is planned to be renovated and facades are to be refurbished as part of this revitalisation programme.
