The last modification of the inter-municipal Local Urban Plan of the urban community of Grand Poitiers dates from 2016. It is currently being revised and approval is expected in 2019.

The town centre of Poitiers, which covers 15% of the plots, is under a Plan de Sauvegarde et de Mise en Valeur. It is therefore governed by specific urban planning and architectural constraints.
One parcel in four in Poitiers is governed by the regulations of the U2r3-4 zone, which includes urban spaces close to a local centre or a centrality, existing or to be created.

This commune in the Vienne department authorised 18 building permits in 2018, mainly for collective housing, mainly located in the city centre, near the University of Poitiers, and in the Montbernage - Pont Neuf, Beaulieu and Gibauderie districts.

The city centre of Poitiers, which has been a university town since the 15th century, is home to a number of historical monuments such as the religious buildings that have given it the name of "the city of a hundred steeples": the Notre-Dame-la-Grande church, the Saint-Porchaire church, the Saint-Pierre cathedral and the Saint-Jean baptistery, the few half-timbered houses and private mansions as well as the law courts, the former palace where the Queen of France and England, Eleanor of Aquitaine, held court.
