The Local Urban Plan of the commune of Perpignan is in force since 2017

The former fortified town of Perpignan, which has been placed under the Plan de Sauvegarde et de Mise en Valeur, is very extensive. Surrounded by large agricultural lands and presenting a cross shape seen from the sky, the town has been urbanised to the north in the districts of Bas-Vernet, Moyen-Vernet and Haut-Vernet, to the east in the residential districts of Les Coves and Clos Banet, and to the south in its new town of Moulin à Vent.

40% of Perpignan'splots are in the UC zone, a fairly dense urban zone designed to accommodate housing, shops, offices and buildings and installations necessary for public services or collective interest.

Historic medieval city, Perpignan attracts many property developers

27 building permits are authorised in the municipality of Perpignan between 2018 and the first quarter of 2019, for individual and collective housing. The building permits for collective housing, equivalent to 580 homes, are mainly located in the districts to the south of Perpignan city centre: Arago - Bon Secours, Saint-Martin and Saint-Gaudérique.

Perpignan was first founded on the site of Château-Roussillon, on the Gallo-Roman oppidum of Ruscino, crossed by the Domitian Way. In the Middle Ages, the city was established on the right bank of the Basse, the current historic centre of the town, which contains many vestiges of its history, such as the Palace of the Kings of Majorca, which bears witness to its status as the continental capital of the Kingdom of Majorca. Real estate projects in these protected areas, as well as in the area around the Arcades aqueduct, are subject to the approval of the Architectes des Bâtiments de France.
