The Local Urban Plan of Lorient has been modified and is in force since 2018

Bruno Blanchard, deputy mayor of Lorient, Norbert Métairie, is in charge of urban planning for the municipality.

The whole town is in an urban pre-emption zone and the commune reserves a reinforced right of pre-emption in the centre of Lorient.

Particular architectural constraints are in force on specific projects located in sectors of development and programming guidelines (OAP). There are eleven of these in the commune of Lorient, including the OAPs for the port interface, Pointe de la Perrière and Kergroise sequences, the Coutaller, around the Halles de Merville, the University of Southern Brittany and Lorient Nord.

Lorient, a historic maritime city, is home to several real estate projects

5 building permits for housing are authorised in 2018 in the city centre, near the town hall and near the rue de Belgique. This corresponds to the creation of 111 collective and individual housing units. 16 building permits for premises were authorised in 2018, concentrated in the town centre and in the Merville district.

In Lorient, the city of five ports, protection areas for historical monuments have been defined on the roadstead of Lorient, the area surrounding the marina and the maritime prefecture on one side, and on the plots of land around the chapel of Saint-Christophe. Any project will therefore be subject to the opinion of the Architectes des Bâtiments de France beforehand.
