The city of Colombes modifies its PLU every 2 years

The Local Urban Plan (PLU) of Colombes, approved in 2013, has undergone 4 modifications, the last of which was in 2019.

The city of Colombes is the commune in the inner suburbs of Paris that has the most houses. However, there is a great diversity of housing. The city's Olympic stadium, the Yves-du-Manoir stadium, hosted the 1924 Olympic Games and the 1938 football World Cup. Colombes is served by the A86 motorway which surrounds the capital. The city has 4 SNCF railway stations crossed by lines J and L of the Transilien, and a tramway line, the T2, which connects the town to the business district of La Défense. Line 13 of the Paris metro and line 1 of the Tramway also pass nearby, at Les Courtilles station, located 15 minutes' walk from Colombes station.

In the city centre, near the Mairie de Colombes, it is possible to build large buildings up to 24 metres high (i.e. R+7). The permitted floor area varies between 40% and 85%.

The city of Colombes has reserved sites, particularly in the Petit-Colombes district, as well as in the city centre, the Stade and Gare districts and in the Les Vallées district. They are intended to create green spaces, public facilities, collective works and road works in particular.

Colombes has an urban right of pre-emption over its entire territory. At the eastern end of the municipality, the Établissement Public Foncier (EPF) des Hauts-de-Seine holds the land for the municipality on the parcels located at the intersection of Rue des Sazières and Avenue d'Argenteuil and at the intersection of Rue de Stalingrad and Rue d'Enghien.

The city of Colombes has authorised 30 building permits for the creation of individual and collective housing .
