Bourg-en-Bresse modifies its PLU and plans to build 350 housing units per year
The Bourg-en-Bresse Local Urban Plan (PLU) approved in 2013 has been updated three times and modified twice in 2019. The municipality wishes to build 350 housing units per year to accommodate 3,000 new inhabitants, particularly families, by the end of 2020. The town also wants to reduce the number of social housing units, which represent 39% of the existing stock.
Bourg-en-Bresse is located close to the major cities of Lyon and Geneva (in Switzerland), and close to the A39 and A40 motorways. Four railway lines run through the town and provide access to the surrounding towns, notably Mâcon and Lyon.
In the city centre, the maximum height allowed is 12 metres, i.e. R+3 , and the floor area is limited to 70%. In the districts close to the city centre, it is possible to build 1 additional level. The floor area remains unchanged.

The town has an urban right of pre-emption over almost the entire territory, with a commercial right of pre-emption in the town centre, on the Boulevard de Brou and to the east of the Bourg-en-Bresse train station.
There are many reserved areas and road locations around the city centre. They concern large areas, particularly near the Bourg-en-Bresse train station, the Bourg-en-Bresse University Campus, the Saint-Pierre Catholic High School and the Boulevard de Brou.
The municipality has authorised 7 building permits for the construction of 80 multi-family dwellings and some individual dwellings.
