Annecy's PLU will be replaced by a PLUi in 2 years

Annecy's Local Urban Plan (PLU) was approved in 2016 and then the commune merged with the communes of Annecy-le-Vieux, Cran-Grevier, Meythet, Pringy and Seynod. Since then, the PLU has only been modified once, in 2019, and an intercommunal Local Urban Plan - Housing and Transport (PLUi) is planned for 2022.

The industrialisation of the 19th century which benefited Annecy remains today through the presence of many industrial company headquarters. Tourism then developed thanks to the reputation of the purity of the alpine air, winter sports, the lake and the well preserved green spaces. The creation of the Fête du Lac and the International Animation Film Festival now attract thousands of visitors every summer. The Savoie Mont Blanc University opened its doors in 1979.

In the city centre, the maximum permitted heights are 29 metres (i.e. R+7). The authorised floor area varies between 80% and 100%.

The town has a reinforced right of pre-emption over the entire town centre and as far as the Novel district in the north of the municipality and the Les Balmettes district in the south. On the territory of the former commune of Seynod, Annecy has a simple right of pre-emption. Annecy also has a right of pre-emption for sensitive natural areas in the area around the Route du Semnoz.

There are many reserved sites along the green and wooded areas and the city's waterways, particularly along the Thiou and Fier rivers. A large part of the Avenue d'Aix-les-Bains is also reserved by the town.

The municipality has authorised a number of building permits for the construction of 200 collective dwellings.
