The latest amendment to the Angers Loire Métropole inter-municipal Local Urban Plan has been in force since 2019

Architectural constraints are defined in the regulations for each zone in the municipality of Angers and determine the building potential of a property. These include the authorised height, which can reach 33 metres on land in the Baumette district, the setback and the landscapes to be preserved.

Some housing projects will be able to benefit from a lower number of required parking spaces than the rest of the commune. This concerns the land around the current tramway line, as well as the new B and C lines, which will link the Belle-Beille and Monplaisir neighbourhoods and the Belle-Beille and Roseraie neighbourhoods, respectively, via the station.

The entire city centre as well as parts of the districts of Saint-Jacques Nazareth and Saint-Serge-Ney-Chalouère are protected because they contain the majority of the historic monuments of the municipality of Angers, such as the Château d'Angers, the collegiate church of Saint-Martin or the timber-framed buildings and houses from the Middle Ages, such as the House of Adam. Other protection areas surround remarkable heritage sites in the districts of Saint-Léonard, Liberté and Mirabeau around the Logis de Haute Folie, the former residence of René d'Anjou. Real estate projects in these sectors will be subject to the opinion of the Architectes des Bâtiments de France.

Almost the entire city is in an urban pre-emption zone, except for the Hauts de Saint-Aubin district, a natural zone classified as a Natura 2000 site, and the municipality reserves a commercial pre-emption right for the Boisnet, Ralliement and Voltaire districts of the city centre, which contain the majority of Angers' commercial streets.

Some areas of the municipality of Angers are temporarily suspended from receiving real estate projects because they have been placed on hold by the PLU and are located in the city centre, around the railway station, between Saint-Serge and Monplaisir, along Avenue Jean Joxé and Boulevard du Doyenné, in Deux Croix - Banchais around Boulevard Gaston Birgé, and on certain plots of land around Lac de Maine. These areas are covered by development and programming guidelines, which imply specific projects of their own and therefore particular architectural constraints to be taken into consideration for any real estate project.
