The city of Saint-Etienne authorises many building permits

Property prices in the city centre of Saint-Etienne can reach €3,500 per square metre and drop to €3,000 per square metre in the more remote areas. The city is located in zone B2 of the Pinel scheme , which does not allow for tax exemption.

Some real estate programmes are currently being marketed. The city has authorised 28 collective and individual building permits throughout the territory, except in the areas furthest to the east and south of Saint-Étienne.

Part of the city centre and the Crêt de Roc and Châteaucreux districts around Saint-Etienne station are priority zones, with a reduced VAT rate of 5.5% to attract property projects. The districts of Terrenoire, Cotonne-Devey-Malacussy, Montreynnaud and the district around the Loire Private Hospital benefit from the same VAT reduction.

Saint-Etienne has 5 underground cavities, 3 of which are natural caves at the entrance to and inside the Pilat Regional Nature Park. The 2 other cavities are located in the Rue des Passementiers near the Place du Preher and along the Égotay stream, at the Route du Ruisseau.

In Saint-Étienne, 2,000 sites are polluted or potentially polluted, i.e. 6.5% of the city's land. The sectors with the fewest polluted sites are the Saint-Victor district, on the banks of the Loire, and part of the Pilat Regional Nature Park. Before launching a real estate project, a survey and probably a soil decontamination will be necessary.

In the Terrenoire, Montaud and Bernay-Valfuret neighbourhoods, there are risks of ground movements ranging from landslides to rockslides and even collapse.

The nature reserve of the Gorges de la Loire, a Natura 2000 site, has its own regulations for construction. Compliance with the charter of the Parc Naturel Régional du Pilat will be mandatory for building in its vicinity. Within the park, in the Vallée de l'Ondenon, it will be necessary to commit to the convention in place.
