Lorient: a port city with strong real estate potential

The commune of Lorient, subject to the B2 scheme of the Pinel law, has a high property potential.

10 programmes are being marketed since 2018, mainly in the city centre, and 111 collective and individual housing units have been authorised for construction also in the city centre, near the town hall and near the rue de Belgique.

Prices for new build properties in Quimper are up to 4600€ per square metre for a five-room apartment in the town centre and south of Kervanec Le Ter.

Sectors of development and programme guidelines (OAP) can integrate ZACs (Zones d'Aménagement Concerté ) such as the Kerulvé ZAC integrated into the Lorient Nord OAP. The municipality of Lorient has four other ZACs: the ZAC of the station, the ZAC of Péristyle on the Scorff, around the house of Lorient Agglomération, the ZAC of Keroman and the ZAC of Kerforn, near the university.

The priority districts of Polygone Frebault, Kervenanec Nord, which is part of the new national urban renewal programme, and Bois du Château benefit from a 5.5% VAT rate.

To the north of Lorient, several plots of land are limited in terms of construction, or even unbuildable, because they are located in zones A, B and C of the noise exposure plan, due to their proximity to Lorient Bretagne Sud airport. They can be used for commercial property.

Although there are megalithic monuments proving Gallo-Roman occupation, Lorient only began to develop in the 17th century with the creation of the French East India Trade Company and the growth of maritime activity at the confluence of the Scorff and Blavet rivers. Some areas of presumed archaeological prescription will require a survey before any construction can be undertaken. These areas are located to the east of Bois Château on the Scorff and in the Keryado Saint-Armel district.

Environmental factors to be taken into account in the cost of a property project in Lorient

Like other low-lying areas on the Breton coast, the banks of the Blavet and Scorff rivers are particularly vulnerable to the phenomenon of marine submersion, with an estimated rise in the average sea level of 60 cm by 2100. This means that the plots concerned can be built on subject to conditions, with a cost of compliance to be taken into account for any project close to the banks.

Nearlyone site in fifty is polluted or potentially polluted in Lorient, which creates the need for a study, and possibly a clean-up, of these sites before construction. These sites are located mainly from Merville to Bois Château, and around the rue de Belgique.

In Lorient, there are underground cavities located on about twenty sites, especially in the Merville district, where the soil must be made safe before a property project can be undertaken.

The additional cost of building on clay soils must be taken into account on the plots of land extending from the Moustoir stadium to the banks of the Ter.

The level of termite infestation can be as high as 10% in Lorient, so a diagnosis or even a termite control treatment should be carried out before any property project.

Many plots are located in a predominantly wet zone in Lorient, which could make them unbuildable or add cost to the housing project on the plot.
