Arras: a historic town in France with affordable real estate 

In the centre of Arras, the price of a new property reaches €3,100, compared with around €3,000 in other areas.

Only a few property developments are currently being marketed. In Arras West and in the priority neighbourhoods to the north and south of Arras station, VAT is reduced to 5.5% in order to attract property projects.

The commune of Arras has remained in zone B2 of the Pinel law, which since 2018 no longer allows people to claim tax exemption. Nevertheless, in 2018, around ten new property developments were marketed in Arras and its surroundings.

The rich heritage of Arras should be taken into account for any property project

Arras was a prosperous town in the Artois region during the Ancien Régime, thanks to its cloth production, but it was also known for its many places of worship. Today, Arras is the French town with the highest density of monuments: 225 buildings are protected as historical monuments.

The whole of its territory is classified as a zone of archaeological presumption. Several architectural styles, notably baroque and gothic, are mixed in the town, which is home to two UNESCO World Heritage sites: the Belfry and the Citadel of Arras.

The subsoil of Arras is rocky and should be studied before building

It is composed of chalk and rocks that are 90 million years old. The chalk, historically used in buildings of power and prestige, gave the nickname of "white city" to the city of Arras. Since chalk is permeable, sandstone is used as a base to avoid wet infiltration.

More than 250 sites are polluted or potentially polluted, i.e. 2% of the Arras municipality, and any real estate project on these sites requires at least a survey and often a soil decontamination before construction.

Once split in two by the Crinchon, the river still crosses Arras but is now buried as it flows through the town. Under the ground of the city centre there are many underground cavities.
