Angoulême: a historic city at the centre of a community of agglomerations that is home to some real estate projects

The commune of Angoulême, subject to the B2 scheme of the Pinel law, has a strong real estate potential.

Angoulême is not hosting any new property developments in 2018.
Three developments are being marketed in the neighbouring communes of Gond-Pontouvre and Isle-d'Espagnac, historic communes of Grand-Angoulême which are also subject to the B2 scheme of the Pinel law. Prices for new homes reach €4,200 for a studio in the centre of Isle-d'Espagnac.

In 2018, 8 building permits, located in the Victor Hugo, l'Houmeau and La Madeleine districts on the Avenue du Maréchal Juin and near the Hirondelle Golf Club, are authorised in Angoulême for individual and collective housing.

The priority neighbourhoods of Bel Air - La Grand Font, Champ de Manœuvre, Ma Campagne and Basseau - Grande Garenne benefit from a 5.5% VAT rate. The Bel Air - La Grand Font district, near Angoulême station, is included in the new national urban renewal programme.

The entire city is in a zone of presumed archaeological prescription, except for a part of the Saint-Cybard district, any project will require an archaeological diagnosis beforehand. In 2018, prior to the redevelopment of the Renaudin block, an archaeological dig near the Angoulême railway station uncovered traces of prehistoric occupation as well as an earthenware factory that bears witness to the significant production of earthenware in the Angoumois region in the 18th and 19th centuries.

Environmental constraints to be taken into account for any property project in Angoulême

Cases of land movement have been recorded at certain sites in Angoulême: landslides in the Parc du Maquis de Malet and Rue des Ardilliers and a landslide in Rue Laferrière. Numerous underground cavities and former quarries are scattered throughout Angoulême, particularly in the city centre, Plateau, station, Basseau and Petit Fresquet districts. On these sites, the cost of securing the soil must be taken into account for any property project.

The entire town is built on clay soil, and additional construction costs are to be expected, especially in the medium hazard areas of l'Houmeau, La Madeleine and Sillac.

Nearly one site in fifty is polluted or potentially polluted across the commune of Angoulême. Any real estate project on these sites will require a study, or even soil decontamination.

With a termite infestation rate of up to 50% in Angoulême, a diagnosis or even a termite control treatment should be carried out beforehand.

The river Charente makes the plots on either side of it unbuildable because of the risk of flooding. Some are conditionally constructible, notably in the districts of l'Houmeau and Saint-Cybard.
