Clermont-Ferrand's PLU: +1,000 housing units per year, particularly for students and senior citizens

The construction of buildings is encouraged in Clermont-Ferrand outside the large periphery

The Local Urban Plan (PLU) of Clermont-Ferrand was approved several years ago. It establishes a division of the territory into 3 zones:

  • the hypercentre, where there are few restrictions on construction: it is possible to build large buildingshere
  • the periphery, where the construction of medium-sized buildings is allowed
  • the large periphery, rather reserved for public green spaces, or predominantly planted

 

In addition to this division, the municipality establishes "strategic sectors" and "urban functions":

  • Strategic areas: they identify the characteristics of the current buildings and whether they can be transformed in the future. The different categories are: axis, centre, historic centre, fringe, metropolis, park. A building can belong to several categories.
  • Urban functions: they define whether an area restricts construction to a certain type of premises (e.g. commercial and industrial only) or whether it encourages a mix of buildings. They also allow the identification of areas that set compulsory minimum thresholds (e.g. housing construction allowed if a minimum number of dwellings is achieved).

 

Creation of numerous housing units to accommodate students and senior citizens

For the city as a whole, from 2016, the year in which the PLU was approved, 15,000 additional housing units will be built between now and 2030, i.e. 1,000 new units per year. It is in the "between-town" sector (in black dotted lines) that the construction potential is the greatest:

Housing for students and senior citizens represents a large part of these future dwellings: Clermont-Ferrand has 37,000 students and 21% elderly people. In addition to housing, parking rules favourable to senior and student residences will be put in place.

 

Construction around the transport lines is intensifying

Public transport lines with reserved lanes (bus lines B and C) serve the dynamic sectors of the city such as Clermont-Ferrand railway station, the Clermont Auvergne University - Campus des Cézeaux, the University Hospital Centre(CHU), and the Centre Jaude shopping centre. In these sectors, it is possible to demolish and then rebuild and transform existing buildings: 250 hectares located near the tramway line A will be dedicated to reconstruction on existing buildings.

Certain sectors are the subject of particular attention and are managed and controlled by a Development and Programming Operation(OAP) and a Concerted Development Zone(ZAC). Several programmes are currently being marketed around the Hôtel Dieu OAP.
