The Paris-Saclay project will cover 7,700 hectares by 2020, corresponding to 1,300,000 m² of teaching premises, offices and housing to be built.
To the south of Paris, the Saclay plateau is home to a wealth of significant and targeted land opportunities. The various decrees and simplified modifications of the PLU (Local Urban Planning) in the communes of the plateau open up land for construction, which leads to a rapid positioning of professionals in these sectors.

  • Following the 2018 PLU decree of Sault-les-Chartreux, 2 previously unbuildable sectors become buildable. A developer and the town hall own these sectors, which represent a potential construction area of 20,000 m² of floor space.
  • In Montlhéry, the 2017 modification of the PLU makes a plot of land constructible on which a permit is already authorised for a developer for 1740 m².

 

The general revisions of the PLU open up entire sectors for construction in 5 communes of the Saclay plateau

  • A large car park of 11,000 m² becomes buildable in Chilly-Mazarin, after the revision of the PLU in 2018, allowing the creation of 20,000 m² of floor space.
    The maximum authorised height is greatly increased for the plots around the Chardonnerets gymnasium, generating a potential of 12,000 m² of floor space.
  • The general revision ofÉpinay-sur-Orge in 2017 authorised the construction of 11,000 m² on a former reserved site owned by Île-de-France Mobilités.
    Another reserved site, which was to have been used for a car park, has been removed.
  • In Palaiseau, the 2018 revision of the PLU authorises construction on plots owned by SNCF Mobilités opposite the RER B track for a potential of 4,500 m².
    Large plots, already owned by EPFIF, are now authorised for construction of 5-storey buildings.
  • In the communes of Bures-sur-Yvette and Saint-Aubin, whose PLUs were revised in 2018, construction is now authorised for student residences, particularly in the areas around Paris Sud University and the CEA. The Moulon ZAC (see photo), located in the municipalities of Saint-Aubin, Gif-sur-Yvettes and Orsay, is home to a teaching and research centre as well as three business parks for companies.

 

Other PLU revisions may conversely have no impact on existing building rights

In Massy, which, along with the municipalities of Chilly-Mazarin and Champlan, is home to the Bonde sector, classified as an Operation of National Interest, the general revision of the PLU in 2018 theoretically doubles the floor space, except that in practice it prohibits an increase in the floor space that already exists.
