Greater Paris: 38 municipalities in the metropolis, i.e. almost a quarter of the towns, had their PLU modified in 2018

Major land opportunities have been made possible by the PLU changes that occurred in 2018

In the south of Paris, the modification of the PLU (Plan Local d'Urbanisme) of Clamart now authorises the construction of potential 6-storey buildings in certain sectors (see photo above). One sector has a potential of 30,000 m² and another further north is waiting for a developer as part of a 5-year project.

Drancy authorises the construction of the 7 industrial plots of land in rue Pitard with its new PLU, allowing the construction of approximately 20,000 m² of floor space.

Blanc-Mesnil increases the maximum height allowed in a sector with a potential of 25,000 m².

In the Val-de-Marne, the 2018 PLU of Villejuif reduces the size of a reserved site for the construction of a school complex in order to allow for the construction of housing for which the project has already been awarded to a property developer.

Other more specific PLU modifications nevertheless strongly affect the building rights of certain targeted plots

In Rosny-sous-Bois, the modification of the PLU allows an increase in height for the entireLouise Michel block in the context of a call for an international project.

In Limeil-Brévannes, the PLU authorises the construction of housing on a waste disposal site with a potential floor area of 30,000 m². This authorisation is part of a future development project.

On the other hand, some municipalities limit building rights, such as the new PLU of Pavillons-sous-Bois, which introduces a construction strip prohibiting construction more than 25 metres from the street. This has a strong impact on so-called strip plots, i.e. very long plots with a reduced exit to the street.

Some PLU amendments have only formally confirmed ongoing projects that can now be put out to public tender

In Paris, the Bercy-Charenton Concerted Development Zone has been officially created with the new PLU. This area has a potential for the construction of 583,500 m² of housing and offices, including 4,000 housing units on land owned by the SNCF and the Paris City Council.

In the Val d'Oise (95), Argenteuil authorises the construction of housing on the Safran business park as part of a city project with a potential of 26,000 m², part of which will have to be cleaned up before construction.

 

In 2019, urban planning in the Greater Paris Metropolis will be called upon to change again, with expected changes to the PLU in 26 communes.
