PLUi of Rennes Métropole: 3000 plots of land affected

The PLU (Plan Local d'Urbanisme) decree of February 2018 had already strongly impacted 2300 plots of land in the UB1a zone, which is very popular with developers, and whose maximum number of buildable levels was reduced from 6 to 4 levels following a new rule on building capacity. To the north, around the Boulevard de Vitré, Rue de Fougères, Rue d'Antrain; to the south, near Rue de Vern, Rue de Châteaugiron and Boulevard de Clémenceau; to the west, Rue de Saint-Brieuc and to the east, Boulevard du Général Leclerc

The PLUi, which will be approved in 2019, modifies the building potential of 3000 plots.

 

In Rennes, building plots are mainly located in the Zones d'Aménagement Concerté

A controlled opening to housing construction makes 1.5 hectares available in the north of Rennes in the Armorique ZAC (see illustration).

A plot of land belonging to SNCF Mobilités allows the construction of housing up to 6 storeys in the Euro Rennes ZAC. This opening is in line with the many programmes currently being marketed in the Baud-Chardonnet ZAC.

In Betton, 2.5 hectares of agricultural land can now be built on for housing development

Cesson-Sévigné is extending its current extension projects, making 7 hectares of land up to 7 levels constructible to the east of the town.

The PLUi, applied to different scales of urban planning, aims to give impetus to a dynamic of transition for the Metropolis. Rennes Métropole has established space-saving objectives to promote the city-archipelago model, alternating town and country, by limiting urban expansion while pursuing urban renewal. Thus, 3% of the territory will be a zone to be urbanised. The PLUi also reinforces its objectives of social diversity, health and energy.
